Implement Web Version of Full Screen Digital Clock

Created a web-based version of the digital clock with feature parity to the PyQt5 version. Includes index.html, style.css, and script.js. The web version supports the Asia/Taipei timezone, adjustable font sizes, and full-screen mode.
