Moved to root directory Created test target to run tests Created build target, requires NBIS target all now requires build and test
We do a encode/decoded and then compare (md5) the results file against NBIS command line tools output.

This branch is made from python3_wsq_decode_mem so it includes it's commits.
The idea is to better organize the files, all NBIS library is inside nbis/ to avoid cluttering and python-nbis is now renamed to src/.
The idea is to move everything that's not the wrapper outside src/, ie tests, setup.py etc.
