🌍 Overview

A.B.E. is a modular, deterministic data engine that measures divergence from any foundational framework, quantifies resulting harm/exposure, and models lawful recovery and reinvestment.

At its core is the Constitution Divergence Index (CDI), which applies 2σ–4σ statistical weighting to score deviation, drift, and priority. This weighted divergence then flows into:

• AFFE → Harm & exposure modeling
• CIRI → Constitutional Integrity & Recovery Index (economic loss & recoverable value)
• CIBS → Constitutional Investment & Budget System (lawful reallocation)
• CII → Citizen Impact Index (real-world outcomes)

The entire pipeline is local-only, fully auditable, and designed for transparency.

🚀 Universal Scalability

This framework is not limited to the U.S. Constitution. It is deliberately designed as a domain-, jurisdiction-, and industry-agnostic template.

How to Adapt It

1. Replace the baseline framework files in /doctrine/ with your own (national constitution, treaty, corporate charter, industry standard, or AI governance policy).
2. Adjust domain weights in the configuration layer.
3. The 2–4σ divergence scoring, harm quantification, and closed-loop recovery mechanics remain unchanged.

Example Use Cases

• National / Global Governance — Any country can fork the repo and swap in their own constitution or regional charter.
• AI Governance — Use the EU AI Act, NIST AI RMF, company Responsible AI principles, or a custom "AI Constitution" as the baseline. Measure model bias, transparency, or safety divergence in real time.
• Industry & Sector Standards — Apply to ISO standards, GDPR compliance, healthcare ethics codes, financial regulations, or supply-chain integrity frameworks.
