tom_jpl/apps.py: Add integration point for partial template and templatetags context processor. tom_jpl/models.py: Add `as_dict()` method. partials/scoutdetails_partial.html: Add template to render details as key-value pairs. (Some smarter filters could be used to autoconvert arc length and uncertainty to most appropriate units) templatetags/scoutdetail_extras.py: context processor and overridden version of verbose_name that doesn't break all-caps acronymns (of which there are many)
