DTV: Additional features for PC compatibility

• In some cases, the TvHeadend is not compiled with libx264 codec and the encoded video from TvHeadend used for DTV is not visible in a browser installed in a PC or laptop. By using a workaround, we can encode the TvHeadend video streaming directly at our server, then serve a compatible video to the PC under a readable format webm or MP4.
• As the tuner TvHeadend usually can tune only one channel, we introduced heartbeat function. This will allow to set the tuner free is it's no longer used by another user.
• Due to the lastest updates of PHP8.3, the function file_get_contents does not work properly anymore. Use cURL function instead to collect the remote content and cache it

EPG: rename the folder guides

• To simplify paths, I renamed the guides folder to epg (electronic program guides)
