[CK_TILE] Temporarily disable CK Tile Stream-K reduction tests#3559

The test_ck_tile_streamk_reduction test suite seems to have transient failures; hence, we are disabling these tests for now. We will re-enable them once the bug is resolved.

Proposed changes
On a recent develop build, there was a failure in our CK Tile Stream-K reduction tests. These failures are not easily reproducible; hence, we are disabling these tests until the bug is resolved,
