fix: repair release packaging follow-up

Summary

• export the derived project version into GITHUB_ENV for the CI RPM packaging step
• keep the earlier RPM/release workflow repairs on the same branch

Why

The previous hotfix branch was merged before the final CI packaging fix commit landed, so main still misses the VERSION export needed by the RPM Build Check job.

Validation

• matched the current CI and Release failure logs
• verified workflow file diffs locally with git diff --check
