Adds runtime GStreamer plugin dependencies to package.xml so the package's RTSP/video pipeline has the required plugins available at runtime.
Changes:
- Add
gstreamer1.0-plugins-base,gstreamer1.0-plugins-good, andgstreamer1.0-libavasexec_dependentries.
