chore: sync release changes from main to develop
- Reorganize admin navigation with new "Настройки" section for configuration pages - Add prompts.py page for editing LLM prompt templates with save/reset functionality - Add repos.py page for managing repository configurations with YAML persistence - Update admin_app.py to restructure page hierarchy and rename generation page - Modify Dockerfile to use /data/prompts for persistent prompt storage - Update Helm deployment to initialize /data/prompts directory and copy default prompts - Add docker-compose.yml for local development environment - Update config.py to support new configuration management features - Add minimal toolbar mode to Streamlit for cleaner UI
