[CDAPI-168]: Copilot Instructions for Chat Agent in VS code

Description

Add copilot instructions to vscode for agent chat and help with unit tests and documentation.
These files are separate to any that help with the GitHub CoPilot reviews.
The VS code copilot uses the instructions file when acting as an agent.

Context

To make code changes assisted by copilot more consistent and safeguard against it accessing things it shouldn't.

Type of changes

• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would change existing functionality)
• Bug fix (non-breaking change which fixes an issue)
