Add Russian localization files for multiple MiKTeX components. New .po and .ts files provide translated strings for App, Setup, TeXAndFriends (texmf), UI/Qt, Console/Qt and pdftex, bringing Russian UI and command-line messages to the distribution. Includes translations contributed by Danil Kostenkov. Closes MiKTeX#1725
