Support for tagging entire stack via optional additional stack file

Adds support for tagging entire stacks by including an additional file with the same name as your stack file, but having a .tags.json file extension. This file contains a JSON array of tags you want applied to the stack.

Release current code base as 1.0

No changes here - just realized I never cut a "release" of the open source product.
