NRL: Update to LLVM 22 and ESMF 9.0.0b10

Description

• Update NRL Atlantis and @climbfuji's devbox from LLVM 21.1.x to 22.1.0
• Update ESMF for NEPTUNE from 8.9.1 to 9.0.0 beta snapshot 10 for LLVM 22 support

• Waiting on Add esmf@9.0.0b10 spack-packages#44
