Bump version for workflow trigger testing

Summary

• bump package version from 0.9.23 to 0.9.24

Purpose

This PR intentionally makes a minimal substantive change so we can trigger and observe workflow behavior (including comment-triggered paths) while full security-workflow rollout patches are in progress.
