Bump compat for NamedGraphs to 0.11

Combines the three CompatHelper PRs for NamedGraphs 0.11 (root + test + examples) into a single PR so CI tests the combined state. See ITensorDevelopmentPlans/Projects/Ecosystem/compat_bounds_debt/ for context.

• root/Project.toml: NamedGraphs = "0.10" → "0.10, 0.11"
• test/Project.toml: NamedGraphs = "0.10" → "0.10, 0.11"
