Note: This PR inadvertently includes two separate contributions — the requirements.txt file and the initial Jupyter notebook UI. I'll make sure to keep these in separate PRs going forward. Happy to split them if that would make review easier. |

This PR adds a requirements.txt file listing the core third-party
dependencies (numpy, pandas, scipy, matplotlib, qpsolvers) to make
it easier for new contributors to set up the project quickly.
Closes #24
