This is the initial release after acceptance of the data description paper (10.5194/essd-2025-315).

What's Changed

• tests and github actions have been added to help facilitate updates/contributions in #15. This includes checks for data formatting and completeness, and tests/updates that can be run locally by contributors.
• additional updates/changes as a response to the review process in #16. This includes updating the README/instructions for contributors, adding/updating figures and tables, and revising the text/code to reflect the change from "level" to "category", and the change in category descriptions.
