• Adds the accumulated FlowChain L1 live-infra readiness work for public RPC, operator deployment automation, service install/autorecovery evidence, bridge pilot guardrails, wallet/tester/explorer dashboard surfaces, and ops metrics/alerts.
• Adds Linux and Windows owner-host apply paths for public RPC deployment, including plan/apply/rollback coverage, hash verification, and post-deploy proof commands.
• Refreshes the operator package and readiness evidence so the truth table currently reports repo work clean and remaining blockers as owner-provided infrastructure inputs.
