Seperated out the charset and charset processors concerns, one is strictly stack allocated charset data, the other is strictly static helper functions for parsing.
Additionally impliciter operators are implemented so you can provide ReadOnlySpan directly as well, which will be implicitly converted to CharSet, again without heap allocation.
