This PR replaces the existing custom git hooks and GitHub Actions for linting with prek, a faster Rust-based pre-commit runner.

Changes include:

  1. Configuration: Added .pre-commit-config.yaml with pre-commit-hooks and black.
  2. Workflows: Replaced .github/workflows/linter_require_black.yaml with .github/workflows/prek.yaml using j178/prek-action.
  3. Build System: Updated Makefile to manage prek installation and execution (make lint, make install_hooks).
  4. Documentation: Updated README.md to reflect the new requirements and commands.
  5. Cleanup: Removed .githooks directory and ensured core.hooksPath is unset to restore standard git hook behavior.
