@joepeeples Thank you for putting this together!! Overall I like the page and where the content is placed. I have just 2 comments:
I'm not sure this is accurate, @Andri-Hail keep me honest here but I believe we do still show the page in this scenario, it just says something along the lines of "no trials are available at this time, please check again later"

The tab might still appear for non-admin users but not for admins in this situation, so this revision might need tweaking. But this is actually the detail that @Andri-Hail can confirm for us, so this sentence might change or get omitted.

correct, due to some funky permissions logic, a non-admin user with no trials would see just the Trial Management Tab on the Plan and Usage pages with the message that they are not eligible for any trials at the moment

you can disregard my suggestion - it inadvertently changed the meaning. my intention was just to reframe the original as a positive statement (what the tab is rather than what it isn't), but the original logic is more nuanced than what i accounted for.
