docs(readme): center the top tagline to match the logo#283

Wraps the "Proudly Made in Nebraska" line in <p align="center"> and converts the bare-URL <…> shortcut into a real <a href="…">. One-line README tweak: wrap the "Proudly Made in Nebraska" tagline in `<p align="center">` so it centers like the logo below it. Also converts the bare-URL `https://...` shortcut into a real `<a href="...">` since we're already in HTML mode.
Visual effect: tagline + logo stack now read as one centered block above the badges on both forges.
