v1.0.4: Project rename, bug fix

Big changes:

• Rename project from VelocityUtils to VeloUtils
• Rename permission nodes from velocityutils. to veloutils.

Small changes:

• ServerLinks data will no longer be sent to players with a level of 1.20 and below.
