Add draft issue template for structured issue creation

Created a standardized draft issue template to streamline issue creation workflow. Users can now create placeholder issues and systematically gather required information before finalizing.

Changes

• Template file: Added DRAFT_ISSUE.md with structured sections:
  • Description, Problem Statement, Proposed Solution
  • Technical Details and Acceptance Criteria
  • Benefits, References, and Labels
  • Inline instructions for completing each section

Usage

# Copy template to create new issue draft
cp DRAFT_ISSUE.md .github/issues/new-feature-draft.md
# Fill in sections iteratively
# Convert to actual GitHub issue when ready

Template aligns with existing issue patterns observed in issues #49-60 (foundational tasks, features, documentation).
