At start up will switch the taskbar to the second monitor
Change the path in SwitchTaskbar.cmd to point to where SwitchTaskbar.ps1 is stored
Copy SwitchTaskbar.cmd to C:\ProgramData\Microsoft\Windows\Start Menu\Programs\StartUp
