…es (#21467) Adjust test_bgp_sentinel.py to handle running over ipv6 only topologies, by adjusting the commands for both ipv4 and ipv6 and adding cleanup at the start of the tests and not only at the end of the tests to make sure that the test run on clean configuration (cherry picked from commit 6327cd14cc86c3e669c3403c089a747b7d41fbbd)

Cherry-pick of sonic-net/sonic-mgmt#21467 to 202412. Conflicts in test_bgp_sentinel.py and tests_mark_conditions.yaml resolved by taking upstream changes.
