Moved all inline Regex instantiations out of functions and into top-level constants in `TextUtils.kt` to eliminate the overhead of repeatedly compiling regular expressions on every function invocation. The previous implementation repeatedly compiled regular expressions during heavy loops and common formatting tasks, causing unnecessary overhead and memory allocations.
