Synced pictures interfering with map chat

for those unaware of "the message eating bug": syncing pictures in cu and cu only locks you out of sending messages in map chat. usually happens casually in the nexus
you can try to send em but they won't appear in chat
i thought that got fixed but apparently it didn't so. idk

this issue also happens frequently in Nexus on 2kki
since it occurs even when screenshot sharing is disabled now, we can likely rule that out and can investigate other causes separately
