WA-DOC-007: Index verification scripts + common local commands

Summary\nWe now have several small, deterministic verification scripts/docs (boot smoke, local build gate, etc.) but they’re scattered.\n\n## Objective\nCreate a short index doc that links to verification scripts and the most common local commands (Docker up, rubocop diff-only, targeted engine tests).\n\n## Client Impact\nNone (developer documentation only).\n\n## Acceptance Criteria\n- [ ] Add a doc (or update an existing one) that lists available verification scripts + what they check\n- [ ] Include the exact invocation commands from repo root\n- [ ] Keep it short (link out to deeper docs like WA-CI-008)\n\n## Verification Plan\n- Confirm links resolve within repo\n- Run each listed command locally from repo root and confirm it works (or clearly documents prerequisites)
