As of now REMOVE_REF allows removing a part of a reference block; often reference blocks in Wikidata include many parts, so there is the risk of (unintendedly) removing just a part of a reference, leaving other parts which would need to be removed as well; in order to tackle this issue, introducing REMOVE_REF_BLOCK would allow to fix the issue. REMOVE_REF_BLOCK would support one or more pairs of property/value and it would remove the entire reference block containing all the listed pairs.
