Make geolocation-sensor as DISC and archive repository

During TPAC 2025, DAS WG resolved to move this Geolocation Sensor Working Draft as Discontinued Draft, and turn this repository into archived move.
Streamlined publication is enabled for this repository, so we don't have any backlog to be published into /TR/.
So, ToDos would be:

• PR Update status text to explain as DISC (any specific background and/or relationate need to be added? @anssiko @tomayac @mkruisselbrink )
• Add -DISC default status boilerplate into das directory, also need to have DISC within bikeshed doctypes list (some additional care might be required such as global boilerplate ex. include-if in footer)
• prepare publication, it seems transition guide does not require transition request
• if ones want to simply transfer any issue in this repository into new place like geolocation, transfer them (but seems we already have most of relevant discussions at geolocation repository, and no need to do?)
• After publication, add some status text in README, and archive this repository

@himorin, my expectation is you will you take care of the status-DISC.include for Bikeshed to make sure we use proper language and handle the publication logistics. There's no urgency to this, but I'd like to see this done before the new charter starts its AC review. I merged PR #65 to update the SOTD for DISC.

only change to index.bs at this repository is changing Status to DISC.
Please check and give any comment.

(note, stylesheet error need to be manually edited/fixed, which is automatically updated when we use echidna. file at URL is the one which bikeshed generated)

I believe I don't forget any remaining item to be included into publication material on /TR/, but please kindly point if I miss something...
After publication made, I'll update README (w/ pointing geolocation repository for further discussion around background geolocation.
