This feature will deliver full support for scanning for CVE's via PURL, making the SBOM scanner work completely offline using cached indices

Solution

• Add more detailed support for caching indices
• Add checks to make sure indices are cached for offline SBOM scans
• Add detailed support for cached indices management
• Add support for both pm and OS support
• Store cached indices in a way to make lookups as fast as possible
