Add shared origin support to Draco decode

Introduces an optional shared origin (ECEF X,Y,Z) parameter to the Draco decode process, allowing users to specify a global origin for geodetic up and flattening. Updates CLI to accept --origin and passes the origin to decoding logic, ensuring node-parity and per-root mesh baking with origin-aware transforms.
