Scoop bucket for Windows installation

Description

Create a Scoop bucket (vmvarela/scoop-sql-pipe) so Windows users can install with:

scoop bucket add sql-pipe https://github.com/vmvarela/scoop-sql-pipe
scoop install sql-pipe

Acceptance Criteria

• Repository vmvarela/scoop-sql-pipe created with bucket/sql-pipe.json
• JSON manifest covers x86_64 and aarch64 architectures
• SHA256 hashes match the release binaries
• README documents the Scoop installation method
