[vscode] Expand ~ in VLS location

I put the VLS server in ~/bin/vls but the extension doesn't expand the ~ and fails to find it.

Normally, ~ expansion is handled by the shell. Applications need the full path.

It could be made to work, but it isn't the "norm".

If it is implemented, should it be made to work on all systems, or only linux/mac/bsd?
