Does not collapse on initial page load even though collapse is set to true

Currently, the element starts off fully rendered, then reduces its height if there's more content. It looks like a glitch and is not good user experience. Is there any way to resolve this?

Maybe you can hide this part of content, before it is collapsed.
Or maybe the component supply a way to show after it is collapsed.
