Backend side issue from Redis

• Backend issue of RedisRateLimitFilter at the production level.
• So for now contact form is under development.
• ISSUE FROM DEVELOPMENT: NO
• ISSUE FROM PRODUCTION: YES

- This PR #64 will show a message on the frontend side.
- As a problem from the backend.
- This issue #63 has to be open till not resolve untill contact-api completed.
