Add Work Graph hook outbox for Claude

Summary

• add a passive, redacted Work Graph JSONL outbox to Claude Code runtime hooks
• preserve existing activity, completion changeset, and local runtime relay behavior
• redact token-like hook args before including active reporting metadata
• update runtime-reporting skill, docs, manifest/package versions, and verification checks

Verification

• npm run check
• git diff --check

Rollout notes

• Outbox defaults to ~/.config/useorgx/wizard/hooks/events.jsonl
• ORGX_WIZARD_HOOK_OUTBOX can override the local path
• Raw hook stdin/transcripts are not persisted
