Add Work Graph hook outbox for OpenClaw

Summary

• add passive Work Graph JSONL outbox support to the OpenClaw runtime hook template
• preserve existing local runtime relay, activity, and completion changeset behavior
• redact token-like hook args before including active reporting metadata
• bump plugin/package version to 0.7.34 and document local hook trail

Verification

Known existing test gap

• npm run test:hooks still fails in tests/http/autopilot-slice-lifecycle.test.mjs with 18 autopilot lifecycle assertions unrelated to the hook template change; the touched hook test passes.
