Is there a readme for this repository? It seems really useful, but I'm not sure how to use it!

Oversight on my part. Don't let that stop you from looking in the doc directory.

Action plan: steal the boilerplate from dispatch.vim, and use the description on vim.org for the usage. After transforming it into pretty Markdown, of course.
