Turn off Telemetry by default on self-hosted instances

I think this was our intention all along, but for self-hosted deployments, this should probably be set to "false" by default.

I’m taking this one.

Plan: make telemetry default to false for self-hosted (OIDC) deployments, while keeping the existing default for consumer/cloud deployments. I’ll update the settings default path (and any telemetry fallback paths still hardcoding true) and add a focused test to lock in the behavior.

This updates telemetry defaults so self-hosted/OIDC deployments default to data_collection = false, while consumer/cloud defaults remain unchanged.

It also centralizes the default logic and adds focused tests for mode-based behavior.
