Prepare for EIA API v2

The EIA will dropping support for v1 of the api in November 2022.

I need to investigate what work is needed to upgrade eiapy to work with v2.

Hey Chris, I have been spending sometime this week to investigate the change of v2 API. I can later share the summary here on how it will affect the current code base.

Has there been any progress made on this? It looks like the APIv1 was retired on March 13th 2023.
