Create Workflow Worker to scan available databases

We need a scan workflow worker that will provision more clusters & databases when the pool is < 15.

• Loads an allowlist of currently active databases the Database collection
• Finds all clusters using the RDS DescribeDBClusters endpoint.
• If the available count is < 15, it will provision a new cluster and database.

Hi @stevenwarren-stripe, I came across this issue while exploring sync-engine-fork and found it really interesting.

I noticed it’s currently assigned to you, but I’d still love to learn more about this part of the codebase. I’m interested in contributing to the project, so I wanted to ask if you could suggest any issues or guidance on where I could start.
