[Bug]: Addon panel “Controls” tab does not scroll when docked right and minimized

Describe the bug

When the Addon panel is docked on the right side and resized to its minimum width (just before it collapses into a side panel), the Controls tab content does not scroll. As a result, part of the content becomes inaccessible.

You can see that the "Default" and "Control" columns of the table are no longer accessible.

Reproduction steps

1. Open the Addon panel.
2. Dock it to the right side of the interface.
3. Resize the panel to the minimum width (right before it auto-collapses into a side panel).
4. Navigate to the Controls tab.
5. Attempt to scroll left or right.
