App Panel Refinements

Some additional minor tweaks based on the upcoming use-case:

App Panel Nav

1. Remove partner organisations from the navigation.
2. Make the navigation for the app panel use the top-menu (this will also help distinguish between admin panel and app panel)

StudyCaseResource

4. For the Year of development, can we set it to the current year by default (with the option to change it)
5. In the main CaseResource list table, swap the 2 boolean fields for a single status field.
6. I think for now we should completely hide the "confirmation" tab unless the user is an admin.
