Subject: [PATCH] docs(ko): sync README.ko.md with English (Configuration /
 Testing / Structure / Scripts)

The Korean README had drifted: it was missing the Configuration env-var
table, the local Testing section, the project Structure tree, the
Scripts cheatsheet, and the PyPI OIDC docs link in the CD section.
Bring it back to parity (line count en=252 / ko=252).
