Console tab is not visible when project is converted/opened as a repository

Steps to reproduce

1. Open a new project - console is visible
2. Convert the project into a gh repo - console is missing

Expected behavior

Console should show up

Parity with Local

• I have run the project in my local machine and I could not reproduce the issue.
