Request's contentType value empty

For requests, the contentType field of il_request is empty (contains *ALLx'00'). Is this a bug or am I missing something?

master...rgala:ILEastic:set_content_type

It converts to EBCDIC so maybe it would be better to change contentType field to *UTF8?
