Don't hide segment marking on completed/submitted transcription steps

I had marked my transcription steps as completed, but then wanted to come back and check the pronunciation of some words in a verse. However, the segment markers were not active so I couldn't use Ctrl-Fwd/Back to quickly navigate the audio to the relevant verse.

Also, adding the verse numbers to the audio display as mentioned in #1905 would be helpful, too.
