Better `sysand info` output for multiple projects/versions

I didn't observe douplicated output from sysand info on a local project just initialized.

Ah good point, okay because I initially saw this from doing sysand info --iri urn:kpar:sysmod name and saw SYSMOD twice in its output, where it wasn't clear, and then went to sysand info --iri urn:kpar:sysmod and saw it there as well without much reflection.

My expectation was to get the name of the latest version or similar. Hmmm... Okay so --iri isn't just quite different from path, but it also makes the return a list compared to a single entry - that is quite complicated.

It just prints all projects that the resolver returned for the given path/iri. It just so happens that path always gives zero or one projects, while IRI can give many if it's found in an index.

When info works against a modern index providing just the .kpar files, this becomes messy for two reasons.

1. info considers all versions, not just the latest stable (non-prerelease)
2. info working against a modern index with just .kpar archives requires a download of the archive to get relevant info

sysand info -v --iri pkg:sysand/admin/proj0 --default-index https://some-index.example.local/index

For now in #288, I have a version that never downloads a .kpar, but instead responds with only the versions.json file exposed metadata. In my mind, there isn't an obvious fix here besides starting out by constraininig info to not give all info for all versions, but just one instead.

Sadly choosing latest non-prerelease would be tricky, since SemVer spec (https://semver.org/) compares by version numbers and only if they are the same considers pre-release metadata. Since we use spec-compliant semver crate, we will choose a pre-release if it has numerically highest version.

Okay but it just adds the need to filter out pre-release versions first right? Then sort remaining versions and return a response.

As we introduce the idea of "get me the latest" there is a relevant modifier --- to accept pre-releases or not. helm show values for example works like that.

      --devel                      use development versions, too. Equivalent to version '>0.0.0-0'. If --version is set, this is ignored
      --version string             specify a version constraint for the chart version to use. This constraint can be a specific tag (e.g. 1.1.1) or it may reference a valid range (e.g. ^2.0.0). If this is not specified, the latest version is used
